Successfully Navigating the Regulatory Landscape: A Former Surveyor's Perspective

With so many consultants, attorneys and other interested parties offering advice on how to improve survey results, is there really room for another perspective? Perhaps. This presentation will focus on lessons learned during a 26 year career involved in the regulation and oversight of long term care facilities. Insights gained from thousands of case reviews and a similar number of discussions with surveyors, providers, CMS staff members, advocates and other stakeholders will be shared. Practical advice on how to successfully interact with surveyors, compensate for “sparse” documentation, determine which deficiencies should be disputed and approaches aimed at maintaining perspective during the survey process will be highlighted.

In 2013 Bill Vaughan joined Remedi SeniorCare after a 26 year career with Maryland’s state survey agency. Bill was a CMS certified health facility surveyor who evaluated the care delivered in Maryland’s nursing homes and assisted living facilities for 14 years. In 2001 he became Chief Nurse of Maryland’s Office of Health Care Quality and was responsible for the clinical oversight of the agency’s approximately 120 surveyors. After earning a Bachelor of Science degree in Nursing from the University of Maryland at Baltimore in 1982, Bill gained clinical experience at The Johns Hopkins and University of Maryland Hospitals. He has taught pharmacy and nursing students at the University of the Sciences in Philadelphia, the University of Maryland School of Nursing and Towson University. Bill speaks nationally on the regulation of healthcare facilities and was on CMS expert panels which developed guidance to surveyors on pain management and end of life care. He is currently a member of the Institute for Safe Medication Practices’ Clinical Advisory Board for their LTC newsletter.

Antimicrobial agents have long been used to treat patients with infectious diseases. Unfortunately, antimicrobials have been used so widely and for so long that those infectious organisms have adapted over time to become resistant to some drugs. Because of the dangerous impact of such resistance, antibiotic stewardship programs have become a requirement. Learn how to limit inappropriate antimicrobial use, optimize antimicrobial selection, and limit unintended consequences.

Ben began his career at RSM, the 5th largest public accounting firm in the US, spent 3 years in industry and moved back to public accounting at BRC in Nov of 2017. He specializes in Cybersecurity and Information Technology Audits and Assessments. Ben began his cybersecurity career in the US Marine Corps. After his service, Ben went to UNC Greensboro and earned his Master of Science in Accounting. After becoming a Certified Public Accountant, he continued his cybersecurity and IT Audit training by obtaining the ISACA certifications: Certified Information Systems Auditor (CISA) and Certified in Risk and Information Systems Control (CRISC). Ben Also obtained the AICPA Certified Information Technology Professional (CITP) and is a Certified Fraud Examiner (CFE). At BRC, Ben is leading the Cybersecurity Risk and IT Audit consulting practice. He speaks at a variety of organizations, including rotary clubs, professional organizations, universities and CPE events. Ben is a member of the AICPA, the NCACPA, the ACFE, and ISACA. Ben’s unique perspective into the financial and information technology worlds allows him to communicate the technology risks in clear language for the decision makers.
